Establishing a Child Protection Authority in England: a summary of the government response to the consultation

One of the key recommendations from the Independent Inquiry into Child Sexual Abuse (IICSA) was to establish a Child Protection Authority (CPA).1

The proposal was to create a body responsible for addressing weakness in the child protection system and for supporting all sectors who work with children.

The consultation on creating a CPA ran from December 2025 to March 2026. This briefing summarises the government’s response to the consultation, published in July 2026.

  • what the CPA will look like
  • when it will be established and what the transition will look like
  • what the CPA will do.
